摘要: 介绍了我国工业园区的发展现状、特征和存在的问题,指出建设生态工业园区将成为一些开发区二次创业、解决土地节约化利用和自然资源制约问题的优先途径;按照园区内行业类型和组织方式的差异性,将我国的生态工业园区分为综合类生态工业园、行业类生态工业园和静脉产业类生态工业园三类;重点介绍了我国生态工业园区建设情况和相关标准制修订情况;结合综合类生态工业园区标准,重点分析了2006—2008年我国生态工业园区建设在经济发展、物质减量与循环、污染物控制的各项指标达标情况。分析结果显示,虽然受工业园区建设发展阶段限制,我国综合类生态工业园区各项指标达标率呈波动性发展,但总体呈上升趋势。Abstract: With the introduction of the development of industrial parks (IP) in China, it was pointed out that there were some problems and limitations for the IP’s improvement in the future. It should be the prior way for some IPs in China to carry out the construction of eco-industrial parks (EIP) in their new stages of development and in solving the problems of economical intensive land use and natural resources constraints. Based on the difference of sectoral types and organizational structures, the EIPs are classified into sector-integrate EIP, sector-specific EIP and Venous EIP. The construction status of EIPs in China as well as the situation of related standard development was introduced. Compared with the standard for the sector-integrate EIPs developed by the Ministry of Environmental Protection (MEP), the compliance status of individual indicators, including economic development, mass minimization and recycling and pollutant control ones, of the EIPs under construction was analyzed in 2006-2008. It is shown that despite the limit of development stage of the EIPs, the compliance rates of indicators of the sector-integrate EIPs in China develop in fluctuation and show a rising trend in general.
