Construction and application of third-party assessment model for eco-environmental protection based on whole-process management

  • 摘要: 针对目前生态环境保护考核体系未将生态环境保护责任追究办法和污染防治攻坚战顶层设计纳入考核体系,考核指标存在污染减排与环境质量改善不同步,考核结果的应用只涉及暂时的排名,未针对考核发现的不足进行溯源等问题,通过对考核主体及对象、考核内容及指标、考核方式和结果的分析,结合湖北省十堰市特点,提出了其考核对象主要涉及三大部门;构建了包括环境质量,环境保护政策、规划与项目实施,生态环境主管部门,污染源监督管理,排污主体5类共42项指标的生态环境保护考核指标体系;提出其生态环境保护考核中环境质量和管理的评分办法,具体的考核方法及流程等,形成十堰市生态环境保护第三方考核模式。该考核模式的应用结果表明:2017年十堰市各县(市、区)4个季度考核得分均呈上升趋势,第三方考核对地方生态环境保护工作起到良好促进作用,提升了环境管理水平,促进了环境质量的稳定与改善。
