2022—2024年西安市生态保护红线保护成效年度动态评估

Annual dynamic assessment of protection effectiveness of the ecological conservation redline in Xi'an City from 2022 to 2024

  • 摘要: 生态保护红线是保障和维护国家生态安全的底线和生命线,评估其长期保护成效,是检验政策是否有效、优化管理策略的基础。基于西安市2022—2024年生态保护红线数据,运用HJ 1143—2020《生态保护红线监管技术规范 保护成效评估(试行)》指标体系,结合遥感与GIS技术进行连续动态评估,分析保护面积、用地性质、生态功能、管理能力等指标变化。结果表明:2023年和2024年,西安市生态保护红线保护成效综合评估结果为轻度好转等级,保护状态稳定且持续改善。评估期内红线面积未减少,自然生态用地面积比例与植被覆盖指数保持较高水平,生态修复任务全额完成,未发生重大生态破坏和环境污染事件,空气质量达标率与信息公开率显著提升,公众满意度较高。基于连续3年数据的“年度滚动比较”框架有效识别了管理响应指标与生态响应指标的时序差异,管理能力指数对政策干预最为敏感,是短期评估中保护成效提升的主要贡献者,而生态功能指数因本底值高且响应滞后,变化不显著。此外,现行HJ 1143—2020规范在西北内陆复合生态系统应用中存在空间异质性掩盖、生态功能表征不完整、时间响应滞后等局限,需进行本地化适配。开展年度动态评估有利于深化对指标体系的定量研究,建议将评估结果纳入政府绩效考核,为精准化监管提供科学依据。

     

    Abstract: The ecological conservation redline is the bottom line and lifeline for safeguarding national ecological security. Assessing its long-term protection effectiveness lays the foundation for verifying whether the policies are effective and optimizing management strategies. Based on Xi'an City's ecological conservation redline data in 2022-2024, we applied the indicator system of the Technical Specification for Supervision of Ecological Conservation Redline—Protection Effectiveness Evaluation (on trial) (HJ 1143-2020), combined with remote sensing and GIS, to conduct a continuous dynamic assessment and calculate the values of indicators including protected area, land use type, ecological function and management capacity. The results showed that the comprehensive assessment results of ecological protection effectiveness were rated as "slightly improved" in both 2023 and 2024, indicating stable protection status and continuous improvement. During the assessment period, the redline area did not decrease; the proportion of natural ecological land and the vegetation cover index remained high; ecological restoration tasks were fully completed; no major ecological damage or environmental pollution incidents occurred; the air quality compliance rate and information disclosure rate increased significantly, and public satisfaction was high. The "annual rolling comparison" framework based on three consecutive years of data effectively identified temporal differences between management-response indicators and ecological-response indicators. The management capacity index was most sensitive to policy interventions and was the primary contributor to the improvement of protection effectiveness in the short-term assessment, whereas the ecological function index showed no significant change due to its high baseline value and lagged response. Furthermore, the current HJ 1143-2020 standard has limitations when applied to the complex inland ecosystems of Northwest China, including masking of spatial heterogeneity, incomplete characterization of ecological functions, and temporal response lags, necessitating localized adaptation. Annual dynamic assessment facilitates in-depth quantitative research on the indicator system. Integrating the results into government performance appraisals is recommended to inform precise regulation.
