基于生态系统服务流的山西省生态补偿核算研究

Research on ecological compensation accounting in Shanxi Province based on ecosystem service flows

  • 摘要: 科学地确定补偿区域与补偿标准对于优化生态补偿政策具有重要意义。以山西省为例,以修正的生态系统服务价值系数和社会经济数据为基础,测算2000—2022年的生态系统服务供给与需求情况,依据供需比识别生态系统服务流的输出区、输入区,利用断点公式与场强模型计算并分析生态系统服务流动范围、强度及流量,结合山西省自然差异、社会经济发展水平及居民支付意愿等因素建立补偿模型,最终确定山西省生态补偿受偿城市、补偿城市以及补偿金额。结果表明:山西省的生态系统服务供需存在较明显的空间分异,服务供给表现为南高北低、东高西低的分布格局,服务需求向分布在中部的南北贯通且条带状区域集中。山西省生态系统服务较多区域呈现供需不平衡状态,且22年间该种趋势在增加。2000—2022年,山西省以市域为单元的生态受偿与支付主体比例由5:6变化为6:5。流动强度保持平稳,价值转移量增加。输出高值区域主要集中于忻州、晋中两地,低值区不变。2000—2022年生态补偿总额由178.102亿元增长为238.653亿元,空间分布上呈现中部受偿、南北补偿的格局。因此,根据生态系统服务流输出区及输入区的各地区实际情况提出了针对性的生态保护及补偿策略。

     

    Abstract: It is of great significance to scientifically determine the compensation areas and compensation standards for optimizing the ecological compensation policies. Taking Shanxi Province as a case study area, we analyzed the supply and demand of ecosystem services from 2000 to 2022 based on modified ecosystem service value coefficients and socio-economic data, and identified the output and input areas of the ecosystem service flows based on the supply-demand ratio. We calculated and analyzed the scope, intensity and flow of ecosystem service using the breakpoint formula and field strength model, and established an ecological compensation model in combination with factors such as natural differences, socio-economic development level and residents' willingness to pay. Finally, the cities to be compensated for ecological compensation in Shanxi Province, the cities to compensate and the amount of compensation were determined. The results showed that there was a significant spatial differentiation between the supply and demand of ecosystem services in Shanxi Province, and the service supply was spatially distributed in a pattern of "high in the south and low in the north, high in the east and low in the west". The demand for services was concentrated in the north-south and strip-like areas in the central part of the province. The supply and demand of ecosystem services in different areas of Shanxi Province was different. Overall, there was an imbalance between supply and demand in many areas, and this trend continued to intensify in the past 22 years. From 2000 to 2022, the ratio of recipients to payers of ecological compensation in Shanxi Province at the municipal level changed from 5:6 to 6:5. The flow intensity remained stable, while the amount of value transfer increased. The high-value output areas were mainly concentrated in Xinzhou and Jinzhong, while the low-value areas remained unchanged. The total amount of ecological compensation in Shanxi Province increased from 17.810 2 billion yuan to 23.865 3 billion yuan from 2000 to 2022. In terms of spatial distribution, it presented a pattern of "compensation recipients in the middle, payers in the south and north". Accordingly, targeted protection and ecological compensation strategies were proposed according to the actual situation of each region in the output and input areas of ecosystem service flows.
