光伏发电行业环境影响评价管理政策研究

Research on environmental impact assessment management policies for the photovoltaic power generation industry

  • 摘要: 在碳达峰碳中和目标驱动下,光伏发电行业已成为我国能源转型的核心支柱。为促进光伏发电行业绿色可持续发展,开展光伏发电行业环境影响评价管理政策研究,梳理近年来我国光伏发电项目分布情况、环评审批及环保投资情况,并实地调研了青海省、山西省光伏发电建设项目环境影响评价管理情况,发现存在宏观层面规划不足,各地环评审批尺度不一,部分项目环保措施针对性不足、环保措施落实不到位,废弃光伏组件回收处置难等问题。针对上述问题,提出强化规划环评的宏观指导、健全光伏行业环境影响评价管理标准、完善事中事后管理制度等建议,旨在为光伏发电行业环境影响评价管理提供决策参考。

     

    Abstract: Driven by the goals of carbon peak and carbon neutrality, the photovoltaic power generation industry has become a core pillar of China's energy transition. To promote the green and sustainable development of the photovoltaic power generation industry, this study investigated the environmental impact assessment (EIA) management policies of the industry. It analyzed the distribution of photovoltaic power generation projects in China, the approval processes of EIA, and environmental protection investment in recent years. On-site surveys were also conducted on the management of EIA for photovoltaic power generation construction projects in Qinghai Province and Shanxi Province. The study identified several challenges: inadequate macro-level planning, inconsistent EIA approval criteria across regions, environmental protection measures that were often not sufficiently targeted or properly implemented, and difficulties in recycling and disposing of end-of-life PV modules. In response to the above issues, some suggestions were put forward, including strengthening the macro guidance of planning EIA, improving EIA management standards of the photovoltaic industry, and improving oversight during and after project implementation. These measures aim to provide decision-making references for EIA management of the photovoltaic power generation industry.
