生态环境领域科技攻关新型举国体制的理论思考与应用源于重大科技工程与新型举国体制的碰撞与实践

Theoretical thinking and application of new national mechanism for scientific and technological research on eco-environment: the collision and practice between major scientific and technological projects and the new national mechanism

  • 摘要: 当前科技创新呈现与经济社会发展融合加速、学科交叉融合加速的双融合新态势,科研活动的组织模式创新已然成为推动科研范式变革、服务解决区域系统性复杂问题的关键环节,在国家重大战略区域高质量发展中的作用更加凸显。本研究着眼新时代美丽中国建设、绿色低碳科技自立自强的需求,辨析了生态环境领域科技攻关新型举国体制的概念与时代内涵;立足社会-经济-环境复杂巨系统特点,系统阐述生态环境领域重大科技工程管理5大基本特征、重大科研活动管理5大壁垒等难点问题;在传统工程管理理论的基础上,充分发挥国家制度优势,构建生态环境领域科技攻关新型举国体制,形成“1+X”DSE体系架构及组织方法等理论。京津冀区域、长江流域、黄河流域相关案例实践表明,通过构建多层次立体化的“1+X”组织模式,实现了“大兵团协同作战式”科技攻关,打破了重大科研活动中以往存在的组织、区域、信息、技术和学科壁垒,实现了科技协同创新,促使形成科研紧密嵌入式的区域生态环境协同治理体系,取得了显著成效。

     

    Abstract: The current scientific and technological innovation is showing a new trend of dual integration, accelerating its integration with economic and social development, and interdisciplinary integration. Therefore, innovation in the organizational model of scientific and technological research activities has become a key link in promoting research paradigm transformation and solving systemic and complex problems, which has become increasingly prominent in the high-quality development of major national strategic regions. Focusing on the needs of building a beautiful China in the new era and achieving self-reliance in green and low-carbon technology development, this study analyzed the concept and contemporary connotation of the New National Mechanism for Scientific and Technological Research on Eco-Environment (NNM-STREE). In view of the characteristics of social-economic-environmental complex system, five kinds of basic characteristics of major sci-tech project management as well as five major barriers of major scientific research activity management in the field of eco-environment were first analyzed. Based on traditional engineering management theory and combined with the advantages of national institutions, the NNM-STREE framework was then constructed, forming the theoretical thinking on the "1+X" DSE (decision-support-execution) system architecture and organization methods. Case studies in the Beijing-Tianjin-Hebei region, the Yangtze River basin, and the Yellow River basin have shown that by constructing a multi-level and three-dimensional "1+X" organizational model, a "collaborative combat style" scientific and technological breakthrough has been achieved. The organizational, regional, information, technological, and disciplinary barriers that previously existed in major scientific research activities have been broken down, and sci-tech collaborative innovation has been achieved. Meanwhile, these also promoted a collaborative regional eco-environment governance system with scientific research closely incorporated, achieving significant results.
