基于自然解决方案的青海寒旱区生态修复成效评估框架与指标体系构建

Framework and index system construction for evaluating ecological restoration effectiveness in cold-arid region in Qinghai Province based on nature-based solutions

  • 摘要: 高效生态修复是青海寒旱区推进人与自然和谐发展的重要举措,而生态修复成效评估是保障生态修复目标实现的关键。通过文献调研、专家打分等方法,对青海寒旱区生态修复成效评估现状及存在的挑战进行分析,并提出基于自然解决方案(NbS)理论的青海寒旱区生态修复成效评估框架体系。结果显示:1)基于对NbS全球标准各项准则核心目标的剖析,提出三阶段、三尺度、三可持续成效评估框架,并确定基期、短期、长期3个评估阶段,以满足适应性管理需求。2)通过确定区域、保护修复单元、场地3个空间评估尺度,实现系统、分层次评估。3)构建了包含目标层、准则层、指标层3个层次的评估指标体系,其中包含生态系统可持续性、社会经济发展可持续性、生态修复行动可持续性3个目标层,包括优化生态空间格局、寒旱区生态系统质量改善、主导生态服务功能提升、消除生态胁迫因子、促进地区社会经济发展、应对气候变化、适用性管理、经济可行性、社会响应9个准则层,共含23项指标。构建的评估框架体系对青海寒旱区生态修复管理、综合成效的达成具有一定的指导性作用,有利于生态系统可持续、社会经济发展可持续和生态修复行动可持续正向反馈、相互促进。

     

    Abstract: Efficient ecological restoration is an important measure to promote the harmonious development of humans and nature in the cold and arid regions of Qinghai Province, and the evaluation of ecological restoration effectiveness is the key to ensure the realization of ecological restoration goals. Using literature review and expert surveys, this study analyzed the current situation and existing challenges of ecological restoration effectiveness evaluation in cold and arid areas of Qinghai, and proposed the framework system of ecological restoration effectiveness evaluation in cold and arid areas of Qinghai based on the theory of nature-based solutions (NbS). The results showed that: 1) Based on the analysis of the core objectives of the various criteria of the NbS global standards, a three-stage, three-scale, three-sustainable effectiveness evaluation framework was proposed, and three evaluation stages of base period, short-term and long-term were determined to meet the needs of adaptive management. 2) By determining three spatial assessment scales of region, protection and restoration unit, and site, a systematic and hierarchical assessment was achieved. 3) An evaluation index system including three levels of target layer, criterion layer and index layer was constructed. It included three target layers (ecosystem sustainability, socio-economic development sustainability, ecological restoration action sustainability), nine criterion layers (optimizing ecological spatial pattern, improving ecosystem quality in cold and arid areas, improving dominant ecological service function, eliminating ecological stress factors, promoting regional socio-economic development, responding to climate change, applicability management, economic feasibility, and social response), and a total of 23 indicators. The constructed evaluation framework system can provide guidance for ecological restoration management and the achievement of comprehensive effectiveness in the Qinghai cold and arid region, thus facilitating positive feedback and mutual promotion of the sustainability of ecosystems, socioeconomic development, and ecological restoration actions.
